Govt report links rights violations to poverty

Suspect forcibly taken away: police

ISLAMABAD, Feb 7: The Pakistan People's Party wants the creation of a new Seraiki province from the Punjab province, but the National Assembly witnessed on Tuesday a sharp dissent within the ruling party over an ally's private bill seeking an easier process to divide Pakistan's most populous province into three units of almost the same name.

The reaction to the move by Riaz Fatyana, a senior lawmaker of the government-allied Pakistan Muslim League-Q, to reshape the province of more than 60 per cent of the country's population in three units — to be known as Punjab, Central Punjab and Southern Punjab — was so furious that the formal introduction of the draft was deferred after it was tabled to allow consultations within the ruling coalition over what PPP chief whip Khursheed Ahmed Shah called a "sensitive issue"...

11 die as blast razes Lahore drugs factory

Govt takes oil prices to a new high

ISLAMABAD, Jan 31: Disregarding recommendations of the Oil and Gas Regulatory Authority (Ogra) to freeze oil prices, the government on Tuesday increased petroleum prices by up to six per cent with immediate effect to generate an additional revenue of Rs3 billion.

"Ogra recommends that POL product prices effective Feb 1, 2012, may be kept unchanged by absorbing the said increase in petroleum levy, to provide relief to public at large," the authority had written to the government, arguing that receipts from petroleum products had already shown a rise of Rs9.2 billion over the July-December period last year...

RAWALPINDI, Jan 28: Hearing in the Benazir Bhutto assassination case took an uncanny twist on Saturday when the defence counsel pointed out that the call data of the Zong cellular company provided by the Federal Investigation Agency (FIA) was not admissible as evidence because the firm launched its business in Pakistan in 2008, whereas the tragedy occurred in 2007.

Naseer Tanoli, counsel for accused Rafaqat Hussain and Husnain Gul, during a cross-examination of prosecution witness Ahmed Faisal, a manager at Zong, told anti-terrorism court judge Shahid Rafique in Adiala jail that the call data of his clients and Nasrullah, an aide to the late Tehrik-i-Taliban Pakistan leader Baitullah Mehsud, could not be linked with the assassination because the cellular company did not exist in the country when the incident occurred on Dec 27, 2007...

Punjab govt moves against buses found unfit for roads

ISLAMABAD, Jan 26: Punjab government cancelled roadworthiness certificates of 4,826 substandard buses after a stringent vehicle inspection drive launched in the wake of an accident that claimed the lives of 35 schoolchildren in Kallar Kahar last year, according to its prosecutor general. The faulty vehicles have been taken off the road.

The provincial government launched the inspection campaign under the Motor Vehicle Ordinance 1960 on the order of Supreme Court that had taken suo motu notice of the Sept 27 accident, in which a bus carrying 105 schoolchildren, three teachers, headmaster and a servant skidded off the Motorway and fell into a ditch, killing 38 people. The 35 children who died belonged to Millat Grammar School, Faisalabad...

ISLAMABAD, Jan 20: Amid a lowering of tensions between the government and the military establishment, Navy chief Admiral Muhammad Asif Sandila was decorated on Friday with Nishan-i-Imtiaz (military), one of the highest national honours, for his meritorious services.

The citation of the award conferred by President Asif Ali Zardari at a ceremony in the Presidency reads: "Nishan-i-Imtiaz (M) was being conferred upon the naval chief in recognition of his long meritorious services."..

Consumers to bail out power firms

ISLAMABAD, Jan 20: On top of the continuously increasing tariff, electricity consumers will also have to pay the cost of interest on power sector loans.

A decision to that effect was taken at a meeting of the Economic Coordination Committee (ECC) of the cabinet presided over by Finance Minister Abdul Hafeez Shaikh on Friday. It asked the ministry of water and power to issue binding policy guidelines to the National Electric Power Regulatory Authority (Nepra) to increase power tariff so that the interest could be recovered from consumers. It may be mentioned that Nepra has so far been refusing to endorse the move...

Abdul Saboor, 29, is the fourth civilian detained in the case to have died in mysterious circumstances over the past six months -- Mohammad Aamir died on Aug 15, last year, Tahseen Ullah on Dec 17, and Said Arab on Dec 18. Their bodies were recovered from the Lady Reading Hospital in Peshawar...

Through the amendments signed by all 90 members of the PML-N, a copy of whose draft was made available to Dawn, the party has sought to remove the call for all state institutions to "strictly function" within the constitutional limits and, instead, suggested to make it binding on the government "to immediately implement in letter and spirit all previous resolutions of parliament and all the decisions of the superior judiciary"...

Seraiki province bill in next NA session

ISLAMABAD, Jan 6: The government claimed in a tumultuous National Assembly on Friday to have put its act together for creating a Seraiki province in southern Punjab, for which it said a constitution amendment bill would be moved in the next session of the house along with another, apparently less promising, bill for turning Hazara division of Khyber Pakhtunkhwa into a separate province.

Prime Minister Yousuf Raza Gilani said the ruling Pakistan People's Party (PPP) and its allies now possessed the required two-thirds majority in parliament to pass a constitutional amendment to carve out a new province of Seraiki-speaking southern Punjab but did not have the same consensus on a Hazara province, which is opposed by its coalition partner Awami National Party (ANP), which also heads the coalition government in Khyber Pakhtunkhwa. Therefore, he suggested that demands for the two provinces be addressed in separate bills so "the consensus we have evolved on Seraiki province" was not spoiled...

New provinces' cause gets noisy boost in NA

ISLAMABAD, Jan 3: Out of the blue, demands for new provinces, which envision to split some of Pakistan's existing units vertically and horizontally and could become a major campaign issue in the next election, got a big sentimental and noisy boost in the National Assembly on Tuesday, overshadowing an upsurge of protests against gas shortages.

After some noisy and unruly scenes over a demand from the government-allied Muttahida Qaumi Movement (MQM) for an immediate debate on a resolution moved by it for the creation of at least two new provinces by splitting the Punjab and Khyber Pakhtunkhwa provinces, Prime Minister Yousuf Raza Gilani too joined the fray and came out with his strongest support to date in parliament for the cause of a proposed Seraiki province in southern Punjab and what he called other "smaller provinces"...

Significant decline in suicide attacks in 2011

Commission seeks access to Osama papers

Sherry due in Washington next week

WASHINGTON, Jan 2: Pakistan's new ambassador to the United States, Sherry Rehman, will arrive here on Jan 9 to occupy a position vacated by her controversial predecessor Husain Haqqani.

Diplomatic sources told Dawn that the US State Department sent its agreement to the Pakistan Embassy in Washington earlier this week and the embassy planned to send it to Islamabad on Tuesday...

Commission calls Haqqani and Ijaz

ISLAMABAD, Jan 2: A three-member judicial commission set up by the Supreme Court to investigate the 'memogate' scandal decided on Monday to summon former ambassador to the US Husain Haqqani on January 9 and asked him and Pakistani-American businessman Mansoor Ijaz to turn in their BlackBerry sets, relevant record and other related devices.

The commission, headed by Balochistan High Court Chief Justice Qazi Faez Isa, directed the federal government to provide security to Mr Haqqani and Mr Ijaz when they would come to attend the proceedings...

Former CJ's son terms Bhutto reference 'propaganda blitz'

ISLAMABAD, Jan 2: The hearing of presidential reference about revisiting the murder trial of former prime minister Zulfikar Ali Bhutto took a dramatic turn on Monday when a son of a former chief justice approached the Supreme Court with an application and declared the reference a "propaganda blitz" at taxpayers' expense. And in another development, Justice (retd) Tariq Mehmood, an amicus curaie, excused himself from assisting the court in the reference.

He took the decision because of objections raised by Advocate Ahmed Raza Khan Qasuri whose complaint had implicated Mr Bhutto in the conspiracy to kill his father, Nawab Mohammad Ahmed Khan...
